Admin forum/section, but allow a user to view a thread/topic

Hopefully somebody can help me on how to set this up:

Have a Board called CSR Tickets:
CSR  that is for 'customer service reps to track issues/ tickets'

CSR role should be able to do anything (but delete)

Non-CSR but members, ideally could create a new topic, and see Topics 'they created' (or where owner?)  but not others.

SO bascially a CSR could go and find ANY ticket every created look, read, reply.

A 'user' could go to the board and initially see it empty.  The could create a new topic: "Help, lost my account password"  (or such).  post into this topic (or others they created, or they were changed to as 'owner')  but not see any other Users' tickets in the same board.

br360,  perhaps a bit more then needed, but  may have to see about installing it.

Was wondering if existing roles/permissions had any way to do it,  though wasn't directly see it.

without using simpledesk there is no way to do what you want by default in SMF.
