My forum display below message when I uninstall a Mod (for example: "No Download Attachment")

actually, as far as I can tell, there is no such content that belongs in Packages.php

You may have been hacked...  that kind of code is encoded text which is typically used to generate "hidden" javascript

although, looking at the actual code
member_removed = {string:member_name}

it looks like someone used a membername which is trying exploit the buffer...

Check your member names....

The characters given are Unicode, so I'd wonder if the user has non English characters in their display name on their forum.
