Just upgraded to latest files from github.

I selected,

Code Select Expand

Show most recent posts at the top in topic view.

Code Select Expand

Change current options for all members using this theme

Applied to all users as default but recent posts are still at the bottom.

You can't change the position of the "recent posts" block on the board index without modifying the template files. That just changes the order in which posts appear within a topic.

Do  you know is it in Boardindex.php where it can be modified.

Yes... however, making major edits to a 2.1 installation should really not be done, since it is still in beta and will likely have changes that would require you to redo everything, possibly in different ways
