On clean install of 2.0.13 default themes don't load

When I install SMF 2.0.13 on a test site it will not load themes without manual database updates. All the URLs for images, styles, etc. point to https://   127.0.0.1/smf.

This looks like the pre-install value for $boardurl, which would suggest $boardurl isn't being updated before DatabasePopulation() is run.

Looking at the install source, I don't see why this would have changed though. The order of these steps does not appear to have changed. Has anyone seen anything like this before?
