Can a regular member be given admin power without it showing?
Can I give a regular member admin powers and still show up as a regular member?

Sure, just go to their profile and add them to the Admin membergroup.

add them as an additional group and no one will know unless you allow PMs to be reported to admin which all admin are in that list that is shown.

I don't understand what you mean? ..... I just went and tried, but don't see what to do.
Do I create a usergroup or what, also I tried to report a PM and didn't see a list of admin.

if you add a user to a membergroup as an ADDITIONAL membergroup (not the user's primary group) then it is not normally displayed (unless you have a mod to display additional membergroup badges)

however, when you report a PM, it adds all of the users in the admin group to the "to" box
