Possible Paid: Instant PM Notification

Description
As far as I can tell, when the "Show a popup when I receive new messages" option is selected, the resulting popup doesn't appear until you refresh the page or go to another page within the forum.  This means a user could sit watching the home page of the forum for 20 minutes when they got a PM 18 minutes ago, but the popup won't appear until the site is refreshed.

I would love to know if it's possible to create a mod that could make the popup instant, if it wouldn't be too load-intensive for the server.

Permissions/Feature Set
I'd like this to be accessible to all users with an option to turn it off and on.
