Problem with New Smiley

I'm not sure if this should go here or to the support forums, but when I tried to upload my own smiley to the default smiley set, i got this message:

An Error Has Occurred!
The following smiley directories are not writable: default, classic

Please help. Here is the image I tried to upload, although the file is probably not the problem:

CHMOD the dir to 777
How do I use chmod?
