$helptxt in modification.language.php doesn't work

Just to raise to issue that adding $helptxt in modification.language.php does not work.

Help text has to be inserted in Help.language.php.  Since it is loaded last and will create or recreate $helptxt onload, changes made to $helptxt in modification will be discarded.

Is it possible to change it slightly so that modification.language can adds to $helptxt, centralising all language changes made by mods?  Just declaring $helptxt before loading modification should be fine.
