Help with "streaming 3" mod!

Hello.
I've tried and tried and tried, but can't find out why. The streaming 3 mod works fine, however it it causes this error

the code in that file in the mod that I think is causing the error is this

I know "protocols" is already being used prior to this mod, and line 375 is

fixTag($message, $param['tag'], $param['protocols'], $param['embeddedUrl'], $param['hasEqualSign'], !empty($param['hasExtra'])); and is untouched by my mod.
Does anyone know what maybe causing this and how do I fix?
