Sign-up to download

I don't think this has been asked yet but i want to make it so ppl have to sign up to my forum to download the contents of the main site But i have no idea on what i would do??
Also i want to put it there so i don't use up all my bandwidth like maybe 2-3 downloads a day??
I also want it based on there IP as well so no more than 2-3 downloads can be made from the same IP
Can someone please help i posted the links cuz it might help you i dunno sorry!!

Im terribly sorry for the Bump but i really need to know if there is anything like this because we are running out of Bandwidth and then we'll have to shut down the site for the month Please anyone??

Just go into the permissions and change it so that guests cannot view attachments. That will make them sign up to see the attachments. Checking to see how many downloads they can do is actually a mod that would need to be made.
