grab an image from a post

I hope I'm posting in the right area...

Like the title says, is there a way grab image from a post and post it elsewhere?
I'd like to be able to grab the first image from a certain board's topics and post that image elsewhere.

Ideally it should be both using the [img] tags and uploaded directly to the forum.

You just upload the image to the post and just link to it using [img][/img] tag.  Remember attachments must be enabled.

Is there a way to have the topic id and attach id generated based on the latest post?

At the top there's 2 rows, the bottom row (is what I would like to have) displays the latest image that was posted in a board and links to it.

Yea it can be done.  I'm not much of a coder so I don't really know how to do this exactly.  You can always request a mod for it at Mod Requests board
