CGI application misbehaved error

I'm in the process of setting up an intranet for my company and am currently exeriencing a strange problem.

My setup is as follows

Windows 2k server with IIS 5.
PHP5 installed and running in cgi mode (isapi won't work).
SMF 1.1 RC2 wrapped with Joomla 1.0.7 using Oristo's bridge version 3.20.
MySQL version 4

SMF and joomla are using seperate databases but are logging in with 1 common login account which has full access to both dbs

I can access all aspects of the site perfectly and can login, out, create topics in SMF and Joomla no problem.
The normal users on the other hand are not.

at first they couldn't get the site up at all and were getting the following error

The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers returned are:

I added the guest internet account into the local administrator group to see what happend and they can access the joomla part no problem, but when it comes to registering a user or logging in using the SMF component they get the above error.

Has anyone ever seen this before?

Make sure the files for that component got uploaded properly.
