Hacked or System mistake ?

Hi ,
I cant do anything but  i have this mistake :

I looked my Settings.php , I saw a mistake ( or ufo  )
I tried repair_settings but , i had a mistake too :

Warning: Unterminated comment starting line 2 in /home/birlikne/public_html/operasyon/Settings.php on line 2
This square is alien , I cant delete it.When i tried to delete , all code deleted but square dont deleted

I found problem , some moron was writing my Settings.php.
I looked my Settings_bak.php and copied all codes after paste to Settings.php ,Change permission to 644
