write permissions!!!

Before I decide to this post, I have been search around about this problem in thi forum and it dosen't seem to help me out.

Here the problem. I always got this message whenever I run install.php.

I am using IIS, PHP, and mySQL, and I set it up at my computer(localhost) so I can do whatever I want. I set all permission to the that directory. And I also check the dicrectory folder and saw it is Read-Only. And I tried to un-read-only but it won't it always Read-Only

Windows does always have folders a kind of Read-only...
I don't really know how to fix that...

If you ask Microsoft I think they will help you (not :P)
