Auto-generate xml files from diffs?

I was just wondering if there was a way to auto-generate XML files for a mod package by using diff (or something similar).  It's a pain (not to mention error-prone) to manually create XML files.  It would be nice if I could just make changes to the php sources directly, test them out and all that, then generate a mod by automatically comparing my modified php files to the stock install.
