Upshrink default setting

SOrry I have posted this elsewhere but I wasn't getting a response in the other board and have found related topics on this subject in this board and wondered if I might have more success posting here


I have found the following thread on changing the upshrink of the header section to default to "up"

This does indeed achieve that, but - if the user chooses to have it "down" I would like it to stay like that (be remembered by the cookiee) so that it doesnt close again every time they  visit a new page in the board.

Does anyone know how I can achieve this?
