It shouldn't remain.  The package manager creates and deletes it.  1.1 will create it as you if possible.

More of the error says that its in safe mode?

Yes, you can install it manually. Unzip the package, open the *.mod file in a html editor and follow the instructions.
Or, go to your admin panel - Packagemanager -> List files (of the package) -> clik the *.mod file and follow the instructions.

If there's no ".mod" file, look for "modification.xml" or "install.xml". The XML format is a bit different (I've explained it in one post in the topic for my Now Playing mod...), so make sure you fully understand it before you start.

Tell your host that they should use open_basedir instead of safe mode - more info can be found here (http://www.php.net/features.safe-mode).
