... and now updating from 2.0.13 has killed the entire forum. dead. nada.

Look through the support board for topics regarding your current forum issue regarding 2.0.14.

Nice tool tips does indeed work on 2.0.14 with a message preview; there are modification settings for it in your admin panel.
In order to be able to use 2.0.14, your php version needs to be at least 5.4
The mod recommended doesn't give the topic starters avatar and is not Ajax based, but I've used it for years

but seems as if 2.0.14 is a requirement for message previews as that isn't rendered in my current 2.0.13
it would be nice if the package blurb in 2.0.13 about upgrading to 2.0.14 would have stated for mysql 5.4 and up, however.

All you have to do is open the zip file and change where you see 2.0.13 to 2.0.14. It will work

Silly question, but after installing this NiceTooltips mod, did you enable it? It's off by default.
Admin > Configuration > Modification Settings
Number of characters to display in the tooltip (0 = disable)

(1.1 has something similar but less elegant)
appears the problem is i need to upgrade the current mysql 5.1.63 to 5.4 or greater to get either hacks to work properly, if at all.
More importantly, you need to upgrade your php version to get to a version that is not completely out of support and likely to have many security issues present
php version is currently 4.0.10.5
That isn't a PHP version number you could possibly be using.
oops, that was the phpmyadmin version, php is 5.3
You need 5.4 for 2.0.14 and 5.3 is very old and insecure now, ask your host about an upgrade.
