I hear bits and pieces that 1.1 RC3 could be coming out within a month. My question is this: Is this going to be just a minor upgrade, where all current mods should still work, or is this going to be a major coding upgrade, where we will have to uninstall all of our mods and then wait until they are made compatible?

Well, it looks as if some of the coders here have begun upgrading there modifications for SMF1.1rc3. So I would think some of the mods you have installed will have to be done over.
It depends on what the mod does exactly. There have been some major changes with UTF-8, so if the mod does a lot of text stuff, it might need an update. Same thing with mods that make major changes to the theme templates.
In general, most mods should work fine, the authors will likely confirm that and update their compatibility to say RC3.
Where can I find RC3 version?
Its only for Charter Members at the moment, it'll be made public soon.

Very soon. Be happy the Charter Members are testing for bugs for you, you'll get a nice stable copy that has been confirmed as being ready.
