is it possible that mods can use this Visual Warning Mod it seems that my mods cant see the Warn button!!! only the admins :(

Ask the mod author. For every appoved mod there is a topic created specifically for this purpose. If you go to the customizations > modifications > your mod (search) then you can find a link or you can directly search the mods and packages sections of the forum for it via the advanced search function.
