here's what i found in my index.template for my current template

where it says content="noindex" does that mean google won't index me? i want all search engines to have me on their site, what do i change that noidex to? where do i make the robot.txt and what do i put in it?

It's only shown on pages that shouldn't be indexed to avoid duplicate content, eg direct links to posts.
So it should actually improve your search engine rankings :)
so i should just leave it as it is
should i change the search terms to what they shouldn't be? i chanegd them so they're related. i want google to find my site when those terms are searched. should i change them?

most search engines ignore the meta description tags these days, but, that is in your own hands :P
yes, the noindex tag is only shown on pages that could possibly be duplicate content or should not be indexed
It's true that Google doesn't really pay attention to the meta tags anymore, only a little.
But yahoo does look at them.
And for SEO every little bit helps, so go ahead and change it :)

Google uses the description tag, if present, as the snippet on their search results. That is about it.
i suppose i should have noted, as far as weighting goes, its ignored :P
