In the profile, particularly Look and Layout preferences, you will see the quick moderation but if you are a normal member and have nothing to do with moderating anything or aren't even in any other groups than the regular members, it still shows up. Even if the normal member sees it, they won't get it so I think there should be an "if admin and if moderator or staff or something.

It only shows if the user is allowed to do the xyz action.(Permissions are checked everywhere) And you can quick moderate your own actions. So it have reasons to show.
