My opinion is as well as viewing and editing profile and signature, is associated with some post based groups to prevent spam, character limitation in signature must be variable by which group is user belong to.
Most of limitations in smf could be set by post based groups and non post based groups like Private Messages limitaion.
But for all the users, character quantity limitation in signature are the same.
