I am looking for a mod that either gives a moderator access to limited parts of the ACP, or gives moderators a control panel, the contents of which can be edited.

See: PHPBB3. phpBB3 has a moderator Control Panel, which can be changed around in the maintenance section of the phpBB3 ACP. What I am actually trying to do here is give my GMs the ability to ban.

Mod-only.
If this feature already exists, I have not yet been able to find it.
go to permissions in the admin panel --> select the group and modify their permissions. Jobs done. :)
