Move all your forum files from the forum folder to your root directory and then run the repair_settings.php tool to update all the urls, paths and all the other settings. If you have custom themes, you must update their paths, urls, etc from the acp of your forum.

To achive the look you want, it can be with a portal, like TinyPortal, Simple Portal or Portmx. Hope it helps :)
