Is this just a new version of SMF? Or it's been here for a long time. I was just wondering.

That is a SMF hosting. It doesnt give you all features you have when you use a "real" hosting, but it may be a godd start for newbies.
Note that SMFforfree isn't run by Simplemachines :)
Then what is it run by?
I would't advice even newbies to use it because they don't have access to there data and it's full of ads.

Well it is powered by SMF however what I mean is that SimpleMachines don't run the smfforfree site :). It is run by vbgamer45 (http://www.simplemachines.org/community/index.php?action=profile;u=24876)
SMFForFree is a service that provides free hosted SMF-powered forums for people. It's a lot like other popular services such as ProBoards.
Of course, SMF itself is free, so you can just install it on your own webhost, but some people don't have even that.
We cannot provide support for the service here as we are not affiliated with it. They just simply use our software.

With simplemachines forum software you need to get a host in order to setup the software. The software uses PHP and MySQL you can check the hosts and hosting board for some onptions
The theme we use here isn't available for downloading.
Changing the look of your forum on smfforfree is a bit different than it is for a regular SMF forum, so I suggest checking out www.smfsupport.com for more info.

We never had to download anything.
But we can signup for a free forum hosted by simplemachines?

You could use this host to set up an smf forum or if you look in http://www.simplemachines.org/community/index.php?board=4.0 you can see who smf users recommend to use for a decent service as well as just a host.

Thanks, things might need to be sorta more explained because we weren't I'm not but I'm not sure if she's getting anywhere with it now. She said she was gonna work on it. But she & I got very both confused and it made no sense.
We are not a host, we just make the software. Normally you get 'generic' hosting and then put up code or scripts that you need. See: Hosts, Hosting and Commercial Services (http://www.simplemachines.org/community/index.php?board=4.0)

I started off on one of these free type sites and I would not recommend it as at the end of it all you have no control over your site and data :(
