I am thnking about using SMF but want a site whereby users cannot communicate other than on the forum - therefore I want to "turn off" (remove?) the ability to see anyones e-mail address, private messaging and ability to uplaod attachments etc.
Know this may sound unusual but I have good reasons for it - is it possible to do all these - and if so how

Yes, it can be done in permissions. Take a look, and if you can't figure it out post again :)
