I used to have a vBulletin 3.8.3 forum, but it crashed.
I still have a backup from before the crash as in a sql file.
Can I use the backup file to get my old forums on SMF?
How?
You can restore the backup into a database, because the converter needs to connect to that database and work with it.
Please note that it may be easier if you restore it into a database with the same name and server as the former vBulletin's database, because the converter will use a vBulletin config file to identify it.
Okay I rebuilt the database thru the back up.
Now how do I point the converter to the new database? where is it located?

Specifically for vBulletin, the converter looks for the files:
your_vBulletin_folder/admin/config.php
your_vBulletin_folder/includes/config.php
(any of them would suffice). It will read the database data from there.

Only I got another problem now
when converting i get this error

It sounds like you are trying to convert to SMF 2.0 ?
