Is there is an SVN package available (it is - but it seems not public) ?

No, there is not a public SVN viewer for SMF. If you are looking into one for yourself, there is TortoiseSVN (http://tortoisesvn.tigiris.org)

The actual answer to your question is yes. There are SVN packages available. However these are limited to the team and selected beta testers

Thx, may the question was not exact enough - i mean "SVN packages" with functionality like PHP Mantis; an SVN tool with bugtracker etc.

Not in PHP, as far as I know there isn't an all-in-one in PHP, though I know some users have put things together.
