I cannot find where to make "all posts" approved 1st by delegated moderators. I would also like to have an email alert sent whenever there is a post waiting to be approved sent to these moderators.

You'll need to enable post moderation in Admin -> Configuration -> Core Features first.
To set post approval for postcount based groups, set permissions in Admin -> Members -> Permissions -> {membergroup(s)} to
Post new topics, but hide until approved -> check
Post replies to topics, but hide until approved -> check
For your moderators, set permissions to "Approve items awaiting moderation" in Admin -> Members -> Permissions -> Global Moderators
Approval notifications are scheduled to send out every two hours by default.
