here are some tps
1. Content, add content
2. Make it user friendly
3.  Make it look active
4. Advertise it in your signature on other websites or even pay for advertising or maybe an affiliate program,

a good way would be to write some articles in clear and good english for your site, that will attract people very much. Content is king.

True! I would also advice webmasters to not copy articles from other sites, I have seen a few do this. It's bad and you can get sued if the other people find out about it  because all content is copyrighted even if there is no copyright notice present.

Only one examples of many: Google has big success with copying content of other websites. People are even eager to actually get their content copied by google :) so it really depends what kind of service you are offering...

But you are right, of course copyright laws from the last century still apply and are a big problem for information freedom of the future - too many advocates are making too much money with these old copyright laws, so there is no fast change to expect. of course too many poeple are just stealing content without doing something interesting or new with it.

However, to help the OT a little bit more: it is OK to use RSS feeds from other sites, that will be usually no copyright problem and will bring some traffic to your site.
