Hmmm...I think this theme should get the Ugliest Theme of the Month award :P
While, it does certainly live up to it's name, the "Horrible" theme I alluded too earlier is worse. Look for a discussion topic in the approval team board, and you'll find something interesting about it's creation. ;)

As for Horrible that is Ugly's older sister, it was created as a dare by Amacythe at MotM.
Depending on the use case... this theme might would fit it's purpose. For example if building a forum that focuses on abstract expressionist paintings then why not?
