Title: Request New registration approval to be separate item in moderator permissions

I would like the option to remove the ability of Moderators to approve new registrations.
This is because some moderators may not be relied upon to go through all required checks when approving a new registration. For example check country of origin using IP address, check e-mail address not on Spam lists, check e-mail address against social networking sites.

related to http://www.simplemachines.org/community/index.php?topic=451417, do you want this as a feature request for the NEXT version of smf or a mod request for your forum? if a mod request and a feature request you should open a thread in the mods requests board.
