That's not a mod that is here on SMF. Yes, that site uses SMF for the forums, but the page you linked to looks like a custom job done by the site administrators of that site. You could consider asking them :)

I think this is some kinda Listing script edited its footer & header or even enchanted with some SSI tricks but looks nothing more :)
