This is already possible in 2.1 with the language editor (admin > configuration > languages)...of course it may have bugs, but that's another point. :P

So...->applied/declined.

ETA: and BTW: http://custom.simplemachines.org/mods/index.php?mod=2926 (for 2.0, not 1.0...)
