In SMF 2.0, if a user cannot use the search function, the search menu is disabled as it should be - but quick search is not.
Now, there is a previous mod (http://custom.simplemachines.org/mods/index.php?mod=2461) that removes the quick search box by way of a template edit. This mod should, on almost every single theme, remove the search box from users who cannot see it - without having to edit the theme.
This is licensed under the 3 Clause BSD licence (http://opensource.org/licenses/BSD-3-Clause) as it was derived from code I wrote for SimpleDesk (http://custom.simplemachines.org/mods/index.php?mod=2491)'s "Standalone" mode.

Considering that you're using Google search mod, it's hardly surprising mine is acting up, fairly sure it's because of whatever you did to splice Google's code into there. Just remove my mod.
