Title: Administrator cannot send announcements

Set up new forum with the RC2 version and unlike our older version,  Admins (nor anyone else) can sent announcements of a new post.

Once you chose recipients it goes to the next screen and just sits there at 0% forever.

I've posted a screen shot,  the "continue" button at the bottom goes from 0 to 1 and 0 to 2.   Let it sit 12 hours and nothing changes, still 0%

In the error log, it shows this:

Type of error: Undefined
8: Undefined index: whoallow_logs

I couldn't reproduce this. How did you choose your recipients? By selecting groups, by entering mail addresses and/or member nicknames? Did you exclude groups and/or users? Did you override the user announcement settings?

Ah, my test was incorrect, in fact I didn't even know the option to announce (the first post of) a topic; I just tested sending a newsletter.
