You need to allow the guest to view the board from the admin boards menu. And then change the local permission of that board and do not allow them to enter the board. I can post some pictures if this is confusing you.

Ok

First let's make sure your global permissions are all set. Everyone that you want to allow to enter the boards click Admin CP => permissions => modify  allow Enter board
do this for all membergroups that you want to give access to all global boards.

next click Admin cp => Boards

find the board you want to make visible and click on Modify

click on check all and then on modify

Next
click on permissions for that board and click ok to use local permissions
click modify under guest (or any group that you do not want access to that board) and uncheck enter board permission.

On my website (http://www.geeksforchrist.com) you will notice that Guest cannot enter my forums except a couple of boards in the announcements section.
