I am testing @ home before i set the site Live
The new users is already in the Info Center
and to set the active time go into admin - Features and Options - User online time threshold and change the number to what you want

Do you know what code i need to see the last new user. I do not want this @ the top of the page but in the info center. I think that is the code you see @ the top. Is that correct?

The latest new member to register on the forum is already displayed in the infocenter, but the code you require would be
