its a feature I've seen on IPB where links to other sites can be setup so they are similar looking to links to boards on the main index page but when clicked, open a new browser page and takes the user to the site.
i know this could be done better via a CMS or something, but it may be useful for people who dont have or want a CMS installed. This would save users having to go into a "links" board and then find the link they need.

This is called redirection boards mod.

cheers for the link. must have over-looked as did search through the mods. from the comments though, it doesnt work with RC3  :(

would the developers consider making this a feature?

If you use the a href tag in the title box for the board, it will lead to a defined link such as:

<a href="duh">Duh Siteee</a>
