Moderators are assigned board by board. To make a member a moderator of a certain board, go to the Boards section of the admin panel, click modify next to the board, and add their name to the Moderators box.
To make a member a moderator of the whole forum (global moderator), go to their profile (one way to do this is through the Members section in the admin panel), click on Account Related Settings, and choose Global Moderator in the dropdown box.

You can try this (http://custom.simplemachines.org/mods/index.php?mod=118) mod however it may only work for new posts if the syntax is slightly different :)

Have you taken a look at the Doc Site (http://docs.simplemachines.org)?
