Title: User-based permission masks

This is a great feature, for admins that have bad users, but don't want to suspend them, or ban them..  ;D

There should be an option, when editing a members profile through to ACP, there should be a link named user Mask's.

What will this link do? It'll take you to a screen where, it'll be just like forum-based permissions, but user based. For example:

Can post in forum General Chat? Yes | No
Can post in forum Feedback? Yes | No

etc..

Also, User CP-based permissions, for example:

Can use a signature? Yes | No | Limited
How many chars? (Only applies if the above option is set to limited. {textbox}
Can use Avatar? Yes | No | Limited

etc...

My "User Based Permissions" mod may do at least some of what you want. Check out my package server for info. It lets you change permissions on a individual user basis...
