It's now showing in the admin panel. If so you have to install it manually if your on a CUSTOM THEME ONLY. If your not on a custom theme do you have any errors while installing the mod or in your error log?

You did not manually install it your theme than if you cant see it. Probably if you switch to the SMF core you will see it in action. But for a custom theme you have to manual install (http://docs.simplemachines.org/index.php?topic=402.msg531#msg531) it. I hope this helped. :)
Also Dilber MC is a custom theme to clear some things up. ;)

Okay, I need some help on number 2.
2. Open up the specified file and look for a set of <operation>...</operation> tags. This indicates a single modification step within the specified file.
So, I am in XML and I found number 1 instruction, as it state for me to search <file name>.
<file name="$boarddir/index.php"> so I went to index.php and search for operation, cannot found it?
