When we start a topic an 'Announce Topic' checkbox is available as shown below:



Could you explain how it works?

Do the members have to click on Notify on the boards?

Well, announce topic will make it available in all forums; just as a sticky topic, but everywhere, so people notice it.

The notify option is to report a topic to a moderator. People report topics because they're spam, because people are being rude, or simple because they go against any of the forum rules ;)

Hum, I think there is a misunderstanding here.
I don't want to talk about the 'Report to moderator' feature but really about the 'Announce topic'.

It seems it's used to notify members that a new topic is available, unfortunately my members don't receive any email.

Wrong on both counts.

Announce topic will announce the topic via an email notification to anyone who has not disabled email announcments in their settings when the topic is created with that button checked.

The notification options are to set up when a member wishes to be emailed on varioius topic events -- be it a reply, moderation, both, or nothing, or the first reply,  or all replies, or even send the content of the replies in an email.  Pretty versatile notifications system :)

Ohh well, then excuse me. I thought they were just like in any other system, but it seems like SMF uses standard names for different things . . .

Yeah, it got me confused since I've never used them, but as the terms where so like other kind of forums, I thought that was what they did. Anyway, we learn something new everyday, don't we? :P

I still learn new things constantly.  Look back in march when i started helping with support :P.
