1. Make the entire forum flat (no subdirectories, no topics, just posts)
2. Require attachments
3. Display attachments at top of messages
4. Put functions (register, login, anouncement, profile...) on the side
5. Allow ratings on post

1. No mod for it. Using SSI you should be able to code something which works that way.
2. No mod make attachments mandatory
3. Moving attachments to the top is a template edit
4. Use TinyPortal (http://www.tinyportal.net)
5. There is a topic rating mod, but not individual posts.
