I get the webinstall.php to download. then when it goes to install it wants the password for the mysql. I enter the ftp one i did to get it to download but it says it can't download. What am i doing wrong? can someone help me please.

You have to create a MYSQL database before installing SMF. (That would not be your FTP information) There is usally a spot in your hosting panel to create one. (Hosting Panel > MYSQL > Create database?)
i created a mysql data base. i went to the mysql databases and created a new database. i created a database user also. now how do i get it to install?
First give that user full access and permission to the database, and then fill in the db info when running the installer at the appropriate fields

Ok, now when running the installer, just fill in the right db name, db user name and password and you should be all set.
P.s Make also sure that MySQL server name is correct. On almost all cases that would be ''localhost'', without the quotes, but it is one of those times that sometimes is different. You can check that at the phpmyadmin of the cp of your host by clicking at the database name that your host resides on
