I am in the process of making the Cypher extreme theme. It will be a phpbb3's pro silver theme style. This theme will combine the power of smf and style of phpbb3 which will give a unique touch to your forum.
Only making a theme is not all so i will be making different modifications compatible with this theme. Firstly tinyportal will be made compatible with it and later the public choices mod will be made compatible.
this doesn't mean that the theme will be pre designed for the modifications but in fact i will alter the packaging file of the mods to fit the needs. In this way u can install or uninstall the required mods.
I have already made the important template files. And other will be completed soon in few days. I have finished making the following template files:
index.template.php
boardindex.template.php
messageindex.template.php
display.template.php
These are the main template files and it have already been made but i want to release it with full functionality.

whilst it is a nice looking theme, i must ask if you garnered permission from the authors of the theme to remake it -- if not, it is possible that the images fall under a copyright.

i have just use some of their graphics. Most are made by me. And all of the code edits are done by me. So i think i should be allowed to make this theme.
its not my place on the support team to say you can't make the theme. None of us can tell you that -- i just know because i can see internal discussions between the teams that it won't be accepted onto the theme site with copywritten images in it without permission :P

i asked with the authors but they have not responded. I don't think it can be approved. There is no one to help for a good work.
phpBB's prosilver theme appears to be licensed under the GPL, so it should be okay license-wise as long as you leave their copyright in the files and keep the same license. However, considering we generally don't accept clones of the default themes for other forums, we might still not approve it for the official themes site.
