I'm looking for a mod that puts a message on top of the forum. Specifically, here:

I saw a mod that does something like this, but I can't find it again after long hours of searching.
Global Announcements only shows titles, not messages.
Global Headers and Footers seems like it's too complex for this.
What the final result should resemble:

I know you said that global headers and footers seems too complex, but I think it can do almost exactly what you want. ;)
Yeah, all you have to do is make a table, and insert your message really. Nothing special about it. It would pry work better than you think it would :).
Otherwise, if you don't use the news feature, use that. If you only have one item, it will always display on top.
