How do I charge someone that will do some coding for me in a way where they won't spend wasteless time just to get more money. I need someone to help me code my simple machine forum site and I have never done that before. Any tips?

You don't need to "code" SMF. All you do is run an auto installer.

But if you want to charge someone for a service I suggest using paypal (https://www.paypal.com/).

You could charge a flat rate for the service instead of per-hour.
