Are there any converters yet? I am looking for phpBB3 to SMF2.o B3.

From the looks of it, there isn't, but what you could do is:
Convert to SMF 1.1.4 --> Upgrade to SMF 2B3

I expect there will be high demand for a PHPBB3 to SMF 2.0 convertor.
But Since its been less than a day since 2.0 beta was released I expect that its not ready yet.
You could probably convert to SMF 1.1.4

And then upgrade to SMF 2.0 like any normal SMF user would using the SMF Upgrade package.

as already said: not yet :) but there will be.
Is the option to install a mod to all themes installed yet?
Its in SMF 2.0 beta 3 yes.
But you need to select to install the mod on all themes.
When you click apply and it does the test install theres a link. See the pic I attached.
Note however, depending on how different the theme is from SMF Default Core, some or all of the manual edits may fail on the custom themes, and you would then need to do manual edits.
